WOW, more liability limiting advice. Here's a bit of standard information that is missing from these comments since you advise it is a new home. What is the subfloor joists, basement, raised floor or slab. Then the real situation is the Building Inspection Requirements and when will the local building inspector allow final inspection and connection of the electrical power which is needed to operate the HVAC . . This is the element that is missing from these discussions - the electric for the HVAC!!! The inspectors will withhold electrical connection to control their opportunity to see the job through to completion. I think the codes need to be reviewed for exactly this building condition. I've been the CM on some very expensive luxury homes here in California and the permit to allow electric connection is a project schedule condition that needs to be a part of the installation sustainability procedures and warranty. That GC is not telling you the truth even if he's beend doing it for 25 years.
